We need some Pulp3 documentation on how to build a dependency into the pulp-scl using Copr. We do not want to duplicate or reproduce documentation that already exists for Copr. Instead we should document the scl runtime environment and identify the high level steps to be done to build/introduce/update a Pulp dependency in the pulp-scl.

At sprint planning it was decided to pull this off the sprint and re-purpose it based on the new SCL work.
Adding Pulp 3 tag since the SCL stuff will be used exclusively by Pulp3.
It needs to be re-groomed since this is so different.
