Errata are not shown as applicable if epoch info is absent in pkglist

Description

In case packages which are listed in errata doesn't contain epoch, such errata won't be shown as applicable, applicable RPMs will be shown anyway.

An example of such errata can be found here: https://repos.fedorapeople.org/pulp/pulp/fixtures/rpm/

It's a regression from 2.16.1.
