Description
1) Add the the streamer dependencies to the Pulp 3 stack by updating the playbook and roles used to create our dev environment. A role should be added for installing and configuring squid.
2) Create a new 'pulp-streamer' repository under the Pulp organization in GitHub
3) create a streamer team in the pulp organization that owns the pulp-streamer repo.
4) Define a 'pulp-streamer' v. 0.0.1 Python package that depends on pulpcore.
I'm wondering if this would be cleaner in its own repository?

Thank you CodeHeeler, I was about to work on this, so this is right.

This is being developed at github.com/bmbouter/pulp_streamer and it will be moved into the github.com/pulp/ as this ticket recommends once it's ready for testing.
Getting this into the Ansible installer I'm going to handle as a separate issue.
The bootstrapping though is done so I'm moving to POST: https://github.com/bmbouter/pulp_streamer/commit/5b729a953dfd3ca37a70abb342259863e5c84671
We can move to MODIFIED once the repo is moved to the Pulp organization pending a bigger review/test.
