1) Add the the streamer dependencies to the Pulp 3 stack by updating the playbook and roles used to create our dev environment. A role should be added for installing and configuring squid. 2) Create a new 'pulp-streamer' repository under the Pulp organization in GitHub GitHub. 3) create a streamer team in the pulp organization that owns the pulp-streamer repo. 4) Define a 'pulp-streamer' v. 0.0.1 Python package that depends on pulpcore.
