Description of problem:
Pulp can't import whole comps.xml
Propossal:
pulp-admin rpm repo uploads comps
/pulp/api/v2/repositories/<repo_id>/actions/import_upload/
{unit_type_id: comps}
You can maybe find one of these tools handy:

From RCM perspective we don't demand any content validation or manipulation. Just upload comps.xml and publish it right name file (<hash>-comps.xml).
