I checked the pulp_ansible code and it didn't seem like there was anywhere where Content/Artifacts needed to be touched really.

The copy code does query content that could be touched but that content should belong to a repo version and therefore shouldn't be affected by the non-blocking orphan cleanup task.

Closing this as complete.
