Specify features which are released as tech preview

Description
Motivation¶
Some of the features we release as a part of tech preview:
- distribution(kickstart) trees support
- advisory upload
We ought to make it very visible and very clear for user that those features can potentially have breaking changes in the future releases.
Suggestion¶
- create a page which lists all tech preview features
- add link to this page to the top-level menu (on the left)
- add section Tech Preview to the home page and warn in this section about possibility to introduce backward incompatible changes for features which are marked as tech preview ones, point to the created page ^^
