Description
The purpose of pulp_common in pulp 2 was to provide common things for the CLI and comsumers.
But in Pulp 3, this probably isn't necessary. It would be simpler to just fold these constants (it only contains constants) into something like pulpcore.constants.

Problem: pulpcore-common is not used outside of pulpcore
Solution: move constants into pulpcore.constants and remove pulpcore-common package
