Description
The purpose of pulp_common in pulp 2 was to provide common things for the CLI and comsumers.
But in Pulp 3, this probably isn't necessary. It would be simpler to just fold these constants (it only contains constants) into something like pulpcore.constants.

The common package was removed
pulpcore.common was removed and now is just part of the pulpcore package. As such the install fails now. This removes that from the dev install so it can start working again.
