The files in the distribution are not being counted when reporting progress.

To reproduce:
#. create and sync (with --download-policy=on_demand) http://cdn.stage.redhat.com/content/dist/rhel/server/7/7Server/x86_64/kickstart/
#. pulp-admin repo download --repo-id <repo_id>
