Extend AdvisoryConfict error message so it mentions ALLOW_AUTOMATIC_UNSAFE_ADVISORY_CONFLICT_RESOLUTION configuration option.

Description

When a user reads such an error it is uncreal what next steps he should take to remediate the problem

 ""description": "Incoming and existing advisories have the same id but different timestamps and non-intersecting package lists. Mentioning in the error message ALLOW_AUTOMATIC_UNSAFE_ADVISORY_CONFLICT_RESOLUTION configuration option might help.
