In 3.10 a new headers field was added for all Remotes with this PR https://github.com/pulp/pulpcore/pull/1041/files

There are two issues with this:

The RemoteSerializer does actually name headers to be an included field in the metaclass
The field defined does not allow it to be optional, which it needs to be optional.

Because of (1) problem (2) was hidden during 3.10 usage.
