As a user I want to synchronise oracle ropositories via ULN

Description
Oracle provides their closed repositories via the ULN (Unbreakable Linux Network) which is based on a spacewalk type authentication. For login a username and password are required.
The URLs that will be used in spacewalk are uln://channel_label

This issue depends on a change in pulpcore. My question is: Should there be a separate issue for the pulpcore change in the pulp space?

Yes please - cross-project issues link releases in unhappy ways, and will be failed by the PR checks.

Add ability to synchronize Oracle ULN repositories

Should also work for non-Oracle ULN repositories, tested using Oracle.
