In pulp_ansible we had this bug: https://pulp.plan.io/issues/6248

We need to update these docs with calling out the MANIFEST.in entry along with an example.

Added MANIFEST.in part to web server snippets docs

The MANIFEST.in part of the webserver was missing from the snippets guide for plugin writers.
