Description
After an upgrade to Pulp 2.20.1 (from 2.17), /etc/pulp/server.conf
is owned by "root:apache" still:
-rw-r-----. 1 root apache 422 Feb 5 2019 server.conf
-rw-r-----. 1 root pulp 15922 Sep 9 19:34 server.conf.rpmnew
server.conf.rpmnew
is created with the correct owner. But the existing config file is not updated.

As per irc conversation, the creation of a server.conf.rpmnew with the correct owner and no updating of the existing config file is expected. We didn't discuss the ownership of the previous file, but given that there would need to be sysadmin intervention to get the config file in working order means that they can take care of the file at the same time. Can we close as Won't fix?
