The content-app should serve a page at the root of the CONTENT_PREFIX, which defaults to :24816/pulp/content/. This page should return a list of links to all the available distributions.

pulpcore-content return HTML list of avaiable distributions
This patch enables the user to browse :24816/pulp/content/ to see the list of available distributions.
