As a user I can label pulp resources

Description
Let's create an arbitrary label that can be associated to any pulp resource.
Label <--> resource
Label will be any string.
This will allow to filter and group resources by the labels.

Is there a use case for the user to search for all labels? If so then it should get its own viewset. Otherwise, are we going to serialize it as part of each "resource"?

to my understanding usecase is - show me repos that have label 'rhel'
show me iso content that has label 'iso testing'

Is there a stakeholder that needs this in 3.0 GA or does this involve a backward incompatible change? If not, I'd propose we address this post-GA. Any objection?
