Problem: nightly docs are failing to build and publish

Solution: install and start pulp before building docs

This patch changes how the docs are built. The 'make html' command now downloads the OpenAPI schema from Pulp running on localhost.

The creation and running of migrations has been moved into the before_script.sh. The install.sh and before_script.sh are now executed during the publish-docs stage.

The Travis config for the various stages of testing and deployment has been updated. This change should fix the nightly doc building and publishing to docs.pulpproject.org.
