I spoke with the SELinux team at Red Hat, and I will meet with them to coordinate them writing an initial policy for Pulp 3.

This is important, but not a blocker for the GA release because Pulp isn't shipping the policy with the GA release. It will be shipped outside the release in downstream RPMs for Katello and other communities. We are hoping to deliver this in Nov or early Dec.
