As a user, I can use the CLI with an anonymous proxy

In a distributed environment, it's useful to be able to proxy REST API requests via an anonymous HTTP proxy. This is particularly useful in environments where cloud based consumers need to communicate with a pulp server within an internal/private network without resorting to source and/or destination NAT. The same is true of consumers residing in a private network - they should be able to communicate with a Pulp server indirectly.
yum repositories already support HTTP proxies, as does the Pulp server for content syncing. It makes sense that the CLI tools also support HTTP proxy.
