Currently, we aren't running the unit tests against PRs. We need to get them running against each PR.

As a follow up, perhaps we should make a planning task for identifying areas of Pulp that would be good candidates for unit tests - i.e. few side effects and minimal interactions between different components (avoid lots of mocking).
