Description
1. enable crane to read the new json data file format (v3 redirect file version) that includes knowledge of manifest schema.
2. change crane to look for a optional header from the client and use that to decide whether to return a schema 1 or schema 2 manifest

After much discussion with @ipanova, I filed this bug report with docker: https://github.com/docker/docker/issues/31318
It may force us to use crane to directly deliver manifests.
