pulp should be able to determine if lazy downloading is supported

Description

Currently[0], after setting pulp up to support lazy downloading, you then have to tell pulp that laziness is enabled by editing the server config. It would be nice if pulp was able to determine whether or not deferred downloading was possible on its own, without a user having to alter the server configuration.
