Katello would like to be able to clean out all repositories for a given Pulp installation. This would be useful for smart proxies, since we don't index the repository hrefs. As a work around, we have to query the repositories API to get all of the repository hrefs.
Perhaps this could be done by passing in an empty array for the repository hrefs.
