closedMetadata access issues should be more explicit
Description
When performing a sync, if repomd.xml does not exist, or primary.xml does not exist the user will simply see:
Not Found
This is a very helpful message, as it would be more useful to know exactly which file pulp was attempting to access. Something like:
repomd.xml Not Found
or
repomd.xml Forbidden
would be more useful. Based on feedback from https://bugzilla.redhat.com/show_bug.cgi?id=1191487 (Not linking the bz to this issue as it is handled separately)

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX.
