Description

Pulp docs needs a troubleshooting section.
As a starting point we can add some tips for one of the common things users troubleshoot, the tasking system.

Grant started collecting some techniques in the hackmd doc https://hackmd.io/@pulp/reserved_resource_debugging.

Let's keep docs user oriented. For any tips which need familiarity with underlying technology maybe a blog post is better idea.
