User can push image but then cannot create distribution under created namespace

Description
Steps to reproduce:
- push image with auth user ( namespace matching user's login)
`podman push user/test
- Create distribution under same namespace user/test2
- Call will fail with auth error
- Subject changed from As a user I have automatically added mirror repo permissions added to the distribution to As a user I have automatically added mirror repo permissions to the distribution
- Subject changed from As a user I have automatically added mirror repo permissions to the distribution to As a user I have automatically added mirror repo permissions to the distribution group
- Sprint/Milestone set to 2.6.0
- Status changed from NEW to ASSIGNED
- Assignee set to ipanova@redhat.com
- Sprint set to Sprint 96
