Description
#7676 resulted in the potential for data corruption in the Pulp data store - the files for some existing Artifacts may have been deleted.
We should extend our existing repair functionality to allow repairing all artifacts globally, and then either trigger this functionality from the migration or implore the user to do so.

Add a univeral Pulp repair endpoint
Create a new endpoint /pulp/api/v3/repair/ which can attempt to fix corruption across all of Pulp.
