The tasks performed by the ansible_galaxy_config role are talking to the pulp-api. This impossible to do with the current design of the pulp-oci-container, where services are only initialized and started, once the container is run.

The role ansible_galaxy_config should not be included in the container image. It should run after the container starts and the Pulp API is available.

Installing just the plugin should be fairly easy on the other hand.

It goes along the lines of https://github.com/pulp/pulp-oci-images/blob/master/Containerfile#L102 .
