I don't think these are currently in use for pulp_deb.

There are some (out of date) pulp_deb fixtures on fedorapeople.org, but like I said they are out of date, and hence unusable. As far as I am concerned they can go. ;-)

Best to ask x9c4 about it though.

That is correct. pulp_deb is not a blocker for removing the fixtures from fedorapeople.
