Upgrade pulp container for pulp-operator to Fedora 32

30 will be end-of-life in a few months; let's upgrade to Fedora 32 now.
It's currently in final freeze and will be released later this month.

Due to a bug with this line: https://github.com/pulp/plugin_template/blob/master/templates/travis/.travis/script.sh.j2#L113 (${TRAVIS_PYTHON_VERSION} does not apply inside containers. It just happened to be 3.7 for both, but F32 has 3.8.)
We cannot upgrade the containers to F32 without breaking every plugin's CI.
The solution is probably to replace ${TRAVIS_PYTHON_VERSION} with an asterisk *, and regenerate all the plugins with the template. But that would be very time-consuming.
Alternatively, a compatibility symlink in the image until then.
Also, that line prevents us from ever using a virtualenv inside the containers, which was always supposed to be a possibility. It will be obsoleted by the single container being introduced to CI though.
