Description

as we are introducing S3 job on test matrix, and moving functional tests to bindings, we should remove bindings from test matrix

The bindings job in pulpcore tests other bindings like the Ruby ones. Other repos (like pulp_file) probably don't need a bindings test though. We should probably go through on a repo-by-repo basis and disable bindings.
