pulp_rpm_prerequisites master branch is not automatically imported to Galaxy

Description
It hasn't since the rename from dashes to underscores in December (although the initial manual import was successful).

The commit worked; Galaxy automatically imported it.

Problem: Ansible galaxy is not automatically importing pulp.pulp_rpm_prerequisites
Solution: Use the new instructions for a webhook, which replaces previous instructions that the before-rename repo used.
