pulp-operator and ansible-pulp CI should adopt some features from the plugin-template

Description
pulp-operator and ansible-pulp CI have very different CI than the plugin-template based CI like pulpcore and the plugins use. This itself is believed to be the best approach.
However, some parts of the plugin-template CI should be re-used for pulp-operator and ansible-pulp CI.
Some features that come to mind:
"Required PR" functionality
Progressing issues in Redmine, and requiring an issue # or "noissue".
Many of these are implemented in before_install.sh.
Implementing this may require updating both of those 2 git repos (pulp-operator & ansible-pulp), as well as plugin-template.
