I'm happy to write this page but I'm not totally sure what's mean by promotion. Is it just the idea of creating repos to mirror lifecycle environments (dev, staging, etc) and then copying repo version contents from one to another?

Yes the conceptual idea of organizing content as a flow through one or more repos calling out the various options (modify vs base_version) etc.
