Problem

I'm unsure that the data format of non_fatal_errors is going to "correct" in terms of the needs of plugin writers. One of the reasons is that there are zero plugins which use it currently.

Solution

Remove the non_fatal_errors attribute and from the serializers. We can bring it back when a plugin writer needs it.
