Pulp creates files with wrong permissions for migrating to Pulp 3

Description

Pulp 2.20.0 changed the RPM spec file for pulp-server. Upon install the /var/lib/pulp directory is created with 'apache:pulp' pemissions. However, pulp_workers create files belonging to 'apache:apache'. This is going to be a problem when users are upgrading to Pulp 3.

Pulp already creates files with the other user being able to read them. This change is not needed.
