Types to support:
- group
- category
- environment
- langpacks

Operations to support:
- sync
- publish
- copy (a simple one for now)

Background

As a user I want to install with anaconda from my own pulp3 RPM distributions. Thus, this is important, because it seems anaconda can not install from a repo that doesn't serve package groups.
