I am unsure how to evaluate/approach this.

From the parent issue I am guessing there was some pulpcore change at some point that pulp_deb has yet to take advantage of?

Yes I think we should try to proof out a sustainable design pattern using pulp_file first. If you have need to move this story forward and need collaboration on it, let us know and we can prioritize that collaboration.
