pulpcore and pulp_file now use ansible-pulp to deploy on Travis during testing. The same config should be used by other plugins. As a result of this task, the plugin_template will have the playbook and scripts needed to deploy on Travis using ansible-pulp.

Problem: ansible-pulp is not used to deploy on Travis
Solution: use ansible-pulp when deploying on Travis
This patch was generated using the plugin_template boostrap script. If this works, I will add a separate script that will update plugins instead of bootstrapping new ones.
