As https://github.com/pulp/pulp_rpm/pull/1246 got merged, but was modified that repository is optional but this change didn't reflect in docs.
Fix docs that one shot uploader got one argument needed and one is optional.

Oneshot uploader doc adjust
As in the code create repository version from uploaded rpm is optionally, it should reflect in the docs too.
