Description

Add lazy sync support to pulp_rpm. Since it contains a custom pipeline, it will need to conditionally check the 'policy' attribute and if it is set to immediate, only then, include the 3 Artifact stages.

Also update the exmaples to include 'policy' on the Remote.
Also add docs on lazy as well.

Add lazy sync support

Add support for lazy download policies

Update _gen_verbose_remote to add download policy field. Add constant DOWNLOAD_POLICIES.
