Remove the Changeset code

Description
The Stages code eliminates the need for the Changeset code. We should remove Changesets from Pulp.
- Related to Task #3914: Port pulp_ansible to use DeclarativeVersion added
Since pulp_ansible still relies on changesets, we should either fix #3914 or pin the dependency in pulp_ansible until changesets are removed from pulp_ansible.
+1 to pinning pulp_ansible's dependency so that this work is unblocked.
