Evaluate Pulp2's dependence and usage of yum related packages
Description
To stay forward compatible, we need to ensure that we can use the newer versions of the following packages:
yum (replaced by dnf)
yum-utils (replaced by dnf-utils)
yum-metadata-parser (replaced by dnf)
python-urlgrabber (replaced by pycurl)
createrepo (replaced by createrepo_c)
Which of these packages do we depend on, and of those, how do we use them? If the answer is sizeable, consider adding it to a new wiki page.
I checked the Pulp and RPM plugin spec files, and I only see one thing, a Requires line for createrepo here.

The RPM plugin requires yum.
This seems very related to this ticket https://pulp.plan.io/issues/1917 I don't want to close 1917 as a duplicate exactly because it's only about createrepo and this ticket deals with a bit more. I think they can be handled together though.

Removing as a subtask of #1875 because they aren't really that related. This ticket deals with the dependency Pulp needs on the server, while #1875 deals with the integration of dependencies running on the managed machines themselves.

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX.
