This task is to create the basic plugin structure for the python plugin. This task is complete when:
1. The plugin is discoverable by Pulp
2. CRUD for ContentUnits, Importers, Publishers (vanilla, without python specific fields)
3. sync/publish remain NotImplemented

Replace current code with boilerplate created by plugin template. Added back README changes, AUTHORS, COPYRIGHT, travis.yaml, etc.
