Stub out a section for install docs (user install docs only, dev install doc is under contributing/dev-setup)

This section may not need a landing page beyond a toc tree.

Stub the following pages:

  • Installation Instructions
  • Config Files
  • Distributed Installation
  • Migration from Pulp 2
