Ensure that users can hit /api/v3/status/ even if the database is down.
Steps to reproduce:
1. Start the application
2. systemctl stop postgresql
3. http :8000/api/v3/status/

It looks like django.middleware.csrf.CsrfViewMiddleware is trying to access the database. Not sure how to bypass this middleware.
