Django's latest LTS version 1.11 was released 6 month ago[0] and is now (finally) supported by the latest DRF (3.6.3).
Pulp3 should upgrade it's django dependency [1] to 1.11 and fix all upgrade related errors that come up.
Pulp3 should upgrade it's stack to versions compatible with Django 1.11

1.11 was tested and it is the latest one at the moment.
