closedmax_speed param does not work in yum_importer.json
Description
Here is my yum_importer.json
{
"proxy_host": null,
"proxy_port": null,
"proxy_username": null,
"proxy_password": null,
"max_speed": 4096
}
Yet it does not limit the download per the docs.

One thing to ensure is that the workers get restarted after changing the json file.

If i do not have any max_speed limit set, this repo [0] gets synced in:
Start Time: 2017-03-29T17:23:22Z
Finish Time: 2017-03-29T17:23:33Z
When i set speed limit to 512 in the json file and restart services, repo gets synced in :
Start Time: 2017-03-29T17:19:41Z
Finish Time: 2017-03-29T17:21:53Z
When i set speed limit to the yum_importer config of the single repo, it gets synced in:
Start Time: 2017-03-29T17:24:33Z
Finish Time: 2017-03-29T17:26:56Z
Please check whether you restarted the needed services as Michael suggested in the above comment.

obviously between this syncs i removed the repo, cleaned orphans and re-created again
