What should the default value be for this config? I don't have a firm suggestion, but as a first guess, what about a 3 week default?

I thought that this story is only to make this setting configurable, so I put my suggestion for default value into #2359 story and it is 1 week, but I do not have strong opinion on that and 3 weeks works for me as well.
